All proceeds from the sale of t-shirts (after production costs) will be split equally between charities chosen by the Northrup and Russell families. The Russell family has selected the Women and Children’s Shelter of Barrie as their recipient. The Northrup family has selected The Devon Northrup Memorial Fund, administered by the Innisfil Community Foundation, which was established to benefit charitable causes close to Devon’s heart.

During the evening of October 11th, 2022, Cst. Devon Northrup and Cst. Morgan Russell of the South Simcoe Police Service were fatally shot responding to a disturbance call at a private home in Innisfil, Ontario. Within minutes of their arrival, they were ambushed by a young man using a semi-automatic rifle and wearing body armour, hiding in the lower level of the home. The two officers did not have time to draw their firearms before being shot multiple times, but a third officer at the scene exchanged gunfire with the suspect, who subsequently shot and killed himself. Cst. Northrup was rushed to a local hospital and pronounced dead later that night, while Cst. Russell was airlifted to a Toronto trauma centre and succumbed to his injuries the following day. 

Cst. Devon Northrup: 

Cst. Northrup, age 33, was a six-year member of the South Simcoe Police Service and worked with the Community Mobilization and Engagement Unit. He also served as a member of the Mental Health Crisis Outreach Team, the Bike Unit, the Emergency Response Unit and as a Drone Operator/Instructor. He was a dedicated and passionate police officer who accomplished much in his relatively brief service, through his work in specialized units and commitment to making a difference in the lives of others, for which he received several service awards. One of his passions was the National Police Officers’ Memorial Run, also known as the Run to Remember, and the National Memorial Service held annually in Ottawa each September. He was the first to coordinate a team from South Simcoe Police Service and a participant in the run from Toronto to Ottawa, which honours officers who gave their lives protecting their communities. Tragically, on September 24th, 2023, Cst. Northrup along with Cst. Russell will be recognized among these fallen heroes. 

Cst. Northrup was a beloved son and brother, brother-in-law, uncle, nephew, cousin, cherished soulmate, and friend to many. He will be forever remembered for his kindness, his personal strength, his practical ability, his love of the outdoors, a keen sense of humor and a smile that could light up a room. Soon, the town of Bradford West-Gwillimbury will hold a ceremony naming a local park in Devon’s honour. The Orillia Fish and Game Conservation Club of which he was a member, is dedicating a park bench on conservation land in his honour. 

Cst. Morgan Russell: 

Cst. Russell, age 54, was a respected and well-known frontline officer with the South Simcoe Police Service for over 33 years and was assigned to Uniform Patrol duties at the time of his death. Throughout his long career he also served as a founding member of the Emergency Response Unit; a trained Crisis Negotiator; a coach officer sharing his wisdom and experience with new hires; and a member of the recruiting team conducting interviews and presenting to local colleges including Georgian College, where he had been a graduate of the Law and Security program (class of 1988). During its’ annual Awards of Distinction ceremony on May 2nd, 2023, Georgian College awarded Cst. Russell posthumously with a Distinguished Alumni Award, considered the college’s highest honour. On February 12th, 2023, the town of Innisfil held a ceremony renaming the South Innisfil Arena & Community Centre to the Morgan Russell Arena & Community Centre, in honour of Cst. Russell, who grew up playing hockey in the arena. 

Cst. Russell is lovingly remembered by his wife of 27 years and his two daughters, as the best husband and father. He is survived by his mother and brother, and fondly remembered by his uncle, aunts, cousins and friends.
